Spoof Detection for Automatic Speaker Verification Project under ASEAN IVO was launched during May 30-31, 2023.

Researchers from Artificial Intelligence Research Group (AINRG), NECTEC organized Kick off Meeting of the project “Spoof Detection for Automatic Speaker Verification” at De Prime Rangnam Hotel, Bangkok. This is a starting point to implement joint research activities for the Spoof Detection for Automatic Speaker Verification (ASV). This joint research was successfully funded ASEAN IVO in amount of 80,000 USD to study a spoof detection system for automatic speaker verification.

The human voice is one of the biometric indicators representing a person’s identity. The objective of this project focuses on automatic speaker spoofing detection, including examining the use of AI to fake speech (Audio Deepfake) to reduce errors, to improve an accuracy of Automatic Speaker Verification (ASV) detection and to study multi-lingual spoofing detection. 

The Kick-off Meeting provides participants the essential information about spoof detection technique and related work, brainstorm and discuss the work breakdown and project plan.

This project is a joint research project between:

On 11st January 2023, Dr. Suttipong Thajchayapong, Research Team Leader, together with Dr. Pawarat Nontasil, Researcher of Strategic Analytics Networks with Machine Learning and AI Research Team (SAI), Data Science and Analytics Research Group (DSARG), NECTEC, NSTDA, joined in the AI for Social Good: 2nd Virtual Project Meeting as an expert team from government sector. The other organizations that also participated in the meeting were including the Association of Pacific Rim Universities (APRU), the Australian National University (ANU), the National University of Singapore (NUS), and the Office of National Higher Education Science Research and Innovation Policy Council (NXPO).

The 1st draft reports of 4 projects were presented in the meeting, including (1) Responsible Data Sharing, AI Innovation and Sandbox Development: What are the fundamental obstacles to accessing medical and healthcare data in Thailand & how can these be mitigated using data sharing guidelines and through the development of a digital health sandbox, (2) Raising Awareness of the Importance of Data Sharing and Exchange to Advance Poverty Alleviation in Thailand: Poverty Reduction in Thailand, (3) AI in Pregnancy Monitoring: What are the technological challenges that Bangladesh would need to prepare for embed AI into the continuous pregnancy monitoring system?, and (4) Mobilizing AI for Maternal Health in Bangladesh (MAMaH)

Regarding the project titled “Raising Awareness of the Importance of Data Sharing and Exchange to Advance Poverty Alleviation in Thailand”, Dr. Suttipong participated in this project by providing sharable information related to the Thai People Map and Analytics Platform (TPMAP) that targets poverty alleviation, jointly developed with the Office of National Economic and Social Development Council, and the Thai Small and Medium Enterprise for Government Procurement System (SME-GP), jointly developed with the Office of SME Promotion to promote SME access to government procurement. Dr. Sarah Logan presented the 1st draft project report, which illustrated initial policy recommendations such as Thai policymakers should consider using a framework to encourage information sharing between government agencies and between provincial authorities and TPMAP, and between the small business sector and SME-GP. Dr. Suttipong added that as a researcher from NECTEC, NSTDA, we are looking for tangible results that can actually be used. Therefore, if the final results/findings of the project could lead to further discussion with policy makers who currently run TPMAP and SME-GP on what further actions should be implemented, this will bring great benefit to the country.

The Electronic Transactions Development Agency (ETDA) will launch the AI Governance Clinic by ETDA (AIGC) during the “Building Trust and Partnership in AI Governance” event to be held on November 8.

The Clinic will serve as a source of Thai and overseas knowledge and expertise on governance related to artificial intelligence (AI) and its adoption.

ETDA is joining forces with the National Electronics and Computer Technology Center (NECTEC), the Ministry of Public Health’s Department of Medical Services, and the Department of Health Service Support. A memorandum of understanding (MOU) between ETDA and the three partners will be signed at the event to kick off the framework for AI governance and adaptation in Thailand, starting with the medical sector. The event will be broadcast live on the Facebook page of ETDA Thailand.

ETDA Executive Director Dr. Chaichana Mitrpant said, “Artificial Intelligence, or AI, is playing an important role in virtually all dimensions of people’s lives these days — work, business, education, finance, health and electronic transactions. These matters all involve the use of AI”.

The Cabinet recently approved a six-year national implementation plan on artificial intelligence for national development (between 2022 and 2027). A strategy set in the plan involves the adoption of AI with governance alongside relevant laws and regulations to ensure that the users recognize social responsibility.

ETDA, as an agency that promotes a safe and reliable ecosystem for electronic transactions, is making preparations for Thailand’s adoption of AI, another modern technology that has become increasingly popular and relevant.

The agency is partnering with NECTEC in achieving the goals set in the implementation plan. Among their important joint projects are a study on Thailand’s AI standard landscape to develop measures for AI adoption and a study on measures to assess AI-based computer programs to improve the capacity of Thai entrepreneurs in all industries in accordance with international standards.

The “Building Trust and Partnership in AI Governance” event will be held on November 8, 2022, when the AI Governance Clinic by ETDA (AIGC) will be launched.

ETDA and its partners — both in Thailand and overseas — have established the Clinic to develop a framework for AI governance regarding electronic transactions in a way that is in line with Thailand’s context and international standards.

The Clinic also serves as a source of capacity development at all levels, by working with the Academy of Digital Transformation by ETDA (ADTE). Moreover, AIGC has a large collection of knowledge resources on relevant subjects, with experts from many countries who are ready to offer advice on AI policies and governance.

At the event, an MOU will be signed between ETDA and its partners, namely NECTEC, the Department of Medical Services, and the Department of Health Service Support, for the joint development of an AI governance framework for Thailand’s medical sector that is compatible with the Thai context. The collaboration is meant to promote the exchange of knowledge of innovation and AI technologies between the agencies involved, in addition to educating relevant agencies about AI governance.

“AIGC, the first of its kind in Thailand, marks the beginning of cooperation between agencies to promote AI governance in the country”, said the ETDA Executive Director.

At the event, Thai and foreign experts will talk about AI governance on the following topics:

  • A special lecture on “The Need for Thailand’s AI Governance: Why, What and How?” by ETDA Senior Advisor Dr. Sak Segkhoonthod. He will discuss the background, significance of AI, and the AI Governance Clinic by ETDA in using AI in accordance with international governance standards.
  • A panel discussion on “The Need for AI Governance” involving the adaption of AI in medicine, impacts and potential risks, and interesting cases of AI governance, as well as the need for governance rules on the use of AI for medical and public health purposes. The panel discussion will feature (1) Dr. Nawanan Theera-Ampornpunt, Deputy Dean for Operations and Clinical Informatics and lecturer at the Department of Clinical Epidemiology and Biostatics, Faculty of Medicine Ramathibodi Hospital at Mahidol University, (2) Dr. Paisan Ruamviboonsuk, Chairman of the Center of Excellence for Retinal Disease, Rajavithi Hospital under the Ministry of Public Health’s Department of Medical Services. He is an ophthalmologist specializing in retina/vitreous treatment, and (3) Professor Dr. Urs Gasser, an expert in public policies and Internet governance and Dean of the School of Social Sciences and Technology at Technische Universität München in Munich, Germany. The discussion will be moderated by ETDA Senior Advisor Dr. Sak Segkhoonthod.

On 26 July 2022, the Cabinet approved the (Draft) Thailand National AI Strategy and Action Plan (2022 – 2027) under the vision “Thailand has an effective ecosystem to promote AI development and application to enhance the economy and quality of life within 2027”. Dr. Chai Wutiwiwatchai, Executive Director of National Electronics and Computer Technology Center (NECTEC), and Thailand National AI Strategy working committee including Dr. Kalaya Udomvitid (Deputy Executive Director of NECTEC), and Dr. Kusumaporn Sompong attended in explaining the aforementioned agenda to the Cabinet.

The (Draft) Thailand National AI Strategy and Action Plan (2022 – 2027)

The (Draft) Thailand National AI Strategy and Action Plan (2022 – 2027) is aimed to build (1) Human capacity and Technology, (2) Economic growth and (3) Social and environmental impact. The Plan will be implemented under 5 strategies including 

  1. Preparing Thailand’s readiness in social, ethics, law, and regulation for AI application
  2. Developing national infrastructure for sustainable AI development
  3. Increasing human capability and improving AI education
  4. Driving AI technology and innovation development 
  5. Promoting the use of AI in public and private sectors

By the end of 2027, economic growth and social equity of Thailand will be achieved through expected key results including

  1. At least 600,000 Thai population have awareness of AI law and ethics
  2. An AI Law & Regulation is enforced
  3. Increase Thailand’s Government AI Readiness index to rank among top 50 globally
  4. Increasing digital infrastructure investment 10% per year to support AI development in both public & private sectors
  5. Creating more than 30,000 AI talents within 6 years
  6. Strengthen AI technology by developing at least 100 R&D prototypes within 6 years
  7. Wide adoption of AI research, development and innovation helps create business & social impact of at least 48 billion Baht by 2027
  8. Number of agencies (government, business & new entrepreneurs) using AI innovation is increased to at least 600 agencies in 6 years
  9. Thailand’s AI competitiveness is increased by AI applications at least 60 billion Baht

As Thailand is moving toward digital transformation, government and private organizations have been increasingly using data for decision-making. However, many organizations still encounter three pain points: (1) many data utilizations are still performed in ad hoc manners, (2) lacking a reliable and sustainable platform for Big Data Analytics and (3) lacking experienced data scientist teams to analyze insights and derive propositions to move the country forward.

NECTEC researcher delivered “Artificial Intelligence Application in Cyber-Physical System” in ASEAN Workshop on Artificial Intelligence for the 4th Industrial Revolution

Upon recognition of NECTEC renowned expertise in the field of Software Security, Dr. Chalee Vorakulpipat, researcher from Information Security Research Team (SEC) of NECTEC was invited to deliver and share views on the “Artificial Intelligence Application in Cyber-Physical System” in “AI on Cyber Security” session of the ASEAN Workshop on 4th Industrial Revolution: AI Implementation in Energy Efficiency, Cyber Security and Agriculture hosted by Ministry of Research and Technology / National Research and Innovation Agency of Indonesia (RISTEK-BRIN) on 24 November 2020.

Dr. Chalee was a representative from Thailand to present academic perspective with other speakers from Indonesia, Malaysia, Singapore and Japan.

The main purpose of this workshop was to stimulate and enhance the workforce readiness and private sector engagement in Southeast Asia Nations through delivering comprehensive workshop program for the participants at ASEAN Workshop on 4th Industrial Revolution.
